I think the worst Written characters are Moonwatcher, Winter, Clay, and Fatespeaker. I know these are hor takes, but hear me out. Moonwatcher just had her character arc wasted after book 6. She was amazing in her book, then pretty much underwent a whole personality shift and just became the center of a love triangle in the subsequent books.

That makes a significant impact considering she was never a very talkative dragon to begin with, but the words she does speak and her actions and decisions show that she’s still our wonderful Moonwatcher.
